Melt butter in small saucepan. Add garlic, garlic salt, tarragon, pepper & wine; stir well & bring to boil. Add scallops; saute 3 minutes. Thicken sauce with cornstarch, reduce heat. When mixture stops boiling, stir in sour cream. Serve in small bowls.
